Connie Rogers, principal of All-Terrain Law, LLC, has been counseling clients in the mining, energy and infrastructure business for over 20 years. With extensive experience in environmental, public lands, Federal Indian law and international indigenous peoples expertise, Connie brings a big picture perspective, assisting clients from conceptual project plans, through project planning and implementation, with the aim to minimize delay and risk in obtaining authorizations for projects located primarily on federal, state and tribal lands.

CONNIE ROGERS
Principal
Connie Rogers helps her clients get projects approved and operational. Connie advises clients in navigating complex regulatory regimes and environmental reviews, with an emphasis on compliance with federal land management statutes, the National Environmental Policy Act, species protection statutes, federal Indian law, cultural resource and religious freedom concerns, and international human rights and indigenous peoples issues.
Connie’s clients include companies, local governments, non-profits and educational institutions in developing and implementing major infrastructure (water, wastewater, transmission), mining, energy (conventional and renewable) projects.

Connie previously practiced in a large Rocky Mountain regional law firm, and formerly served as Deputy Solicitor for Energy and Mineral Resources at the U.S. Department of the Interior, where she was the lead lawyer on issues relating to the development of renewable and conventional energy and mineral resources on Interior-managed lands.
